Recently, we debated around the Cabinet table, the paper on Britain's foreign policy over the past decade. Essentially there have been three defining aspects to it.

In his speech at the latest British Labor Party congress in Manchester in September, Tony Blair declared his intention to leave the role of prime minister by next year. Even though he rejected calls to set a specific departure date, this year will probably be his last as British prime minister. His departure, however, will not have a significant impact on British foreign policy in the medium term. Even though his internal and external enemies -- such as treasury chief Gordon Brown and the Conservative Party leader David Cameron -- speak about the need for a different British foreign policy in the future, they will not alter this policy significantly.
